On Sunday the town of Winnsboro held a ribbon cutting ceremony for the new Town Hall Annex on Moultrie Street. It is centrally located for all of Winnsboro since it is located in the middle of the town limits and in between the bypass and Congress Street. The Annex building will house the finance department for the town and is where citizens will pay their utility bills.
“Convenience,” Gaddy said of the facility’s best asset. “The drive-through window gives citizens a convenient way to pay their bills.”
