Ridgeway Mayor Charlene Herring presents Phyllis Gutierrez with the 2013 Citizen of the Year Award during Town Council’s Aug. 8 meeting. Gutierrez is a member of the Ridgeway Historical/Cultural Committee and is Chairwoman of the Arts on the Ridge Committee. She is also creator of the Spring Promenade. “Phyllis embodies all the attributes of a good citizen that make Ridgeway a great place to live and work,” Herring said.
