Fairfield County Council hires Killian as interim admin

WINNSBORO – Fairfield County Council voted unanimously Wednesday evening to hire Clay Killian as its Interim Administrator, replacing Laura Johnson whose contract was not renewed last week.

Killian is a principal with Parker Poe Consulting and, according to Parker Poe’s website, is retired after four decades serving in local government, including most recently as Aiken County administrator.

Killian provides management consulting services to municipalities and county governments and is currently serving as part time town manager for The Town of Ridgeway.

Killian previously served as County Administrator for Fairfield County prior to the administration of Phil Hinley.

According to the website, during his time in Aiken, Killian led efforts to complete a new direct supervision detention facility, conducted a $46 million upgrade of the county’s regional wastewater treatment plant, opened a new 134,000-square-foot Government Center to consolidate eight different locations of county offices, and successfully implemented four Capital Projects Sales Tax (commonly called penny tax) initiatives. He has also been involved with successful economic development recruitment efforts.

Killian has served on numerous boards and commissions, including the United Way of Aiken County, the Greater Aiken Chamber of Commerce, and the South Carolina Association of Counties. He is a member of the International City/County Management Association, the National Association of County Administrators, and the South Carolina City and County Management Association.

Killian will not be under contract and besides carrying out the day-to-day administrative duties, will assist council with finding and hiring a permanent county administrator, according to council members who spoke with The Voice.
