RCPC recommends Wilson Blvd properties to council; denies BW Road property

County Council to Hold Public Hearing Tuesday, Dec. 16

BLYTHEWOOD – Two Blythewood area rezoning requests will go before Richland County Council for a public hearing and first vote on Tuesday, Dec. 16 – one with a recommendation for approval from the Richland County Planning Commission and one with a recommendation of denial.

On Dec. 8, three Blythewood town council members – Rich McKenrick, Andrea Fripp, and Trish Hovis – attended the Richland County Planning Commission meeting and spoke against the rezoning request for both properties.

Wilson Boulevard Property

Blythewood Realtor Mark Jeffers is requesting a zoning change from AG (Agriculture) to R3 (Residential 3) on 88.62 acres located on Wilson Boulevard between Fulmer Road and Stonington Neighborhood.

Maximum density allows up to six units per acre. The maximum number of units allowed on entire site is approximately 531 single family dwelling units.

According to the county staff report, R3 zoning provides primarily for moderate-intensity residential development including residential dwellings, public, civic and institutional uses that support various residential development types.

The property is non-compliant with the County’s comprehensive plan, but planning commission approved it to go forward to county council in a 6-1 vote.

Blythewood Road property

Applicant Carl Kaiser is requesting a rezoning from AG (Agriculture) to R3 (Residential 3) of 157.44 acres located at 214 Blythewood Road and 1509 Fulmer Road.

Maximum density for the site is six units per acres. The maximum number of units for the site is approximately 944 dwelling units.

According to the county staff report, R3 zoning provides for moderate-intensity residential development and includes residential dwellings, public, civic, and institutional uses that support various residential development types.

TMS Number for the site is R12400-02-08 & 09.

The property is non-compliant with the County’s comprehensive plan, and the planning commission unanimously denied approval for the rezoning.

Those wishing to speak for or against these two rezoning requests at the public hearing on Dec. 15, should sign up to speak at about 6:45 p.m. The meeting begins at 7 p.m. The county chambers are located in the Richland County building at 202 Hampton Street in Columbia.
