County Councilmen Billy Smith and Dan Ruff and their fiancees toast their engagements while having lunch in the Cornwallis Tea Room in downtown Winnsboro Sunday. Smith (Ieft) and Rachel Williamson haven’t yet set a date. Ruff and Brenda Clark will be married in September.
